Housing Opportunities
BHA administers a Housing Choice Voucher (HCV) Program and manages Tax Credit Properties throughout the city. We also offer market units for families who do not qualify for housing assistance programs.
Housing Choice Voucher Program
HCV is a rental assistance program to assist low-income families in the private rental market by paying a portion of their rent. It is funded through the Department of Housing and Urban Development (HUD). It allows low-income families, the elderly, and disabled to find and rent housing in the private market. BHA administers the following types of vouchers.
- Tenant-Based Vouchers
- Community-Based Vouchers
- Veterans Affairs Supportive Housing
Tenant-Based Vouchers
Tenant-Based Vouchers allow participants to find housing that meet the program’s standards. The family is free to choose any unit in city of Biloxi. BHA pays the difference between the contract rent and the family portion directly to the landlord on behalf of the family.
Community-Based Vouchers
Community-Based Vouchers provide subsidy on specific housing units owned by BHA. If the family chooses to move, subsidy remains with the unit.
Veterans Affairs Supportive Housing
The VASH program assists homeless veterans with subsidy for rent through BHA as well as case management and clinical services through the Department of Veterans Affairs (VA).

Market Rate Units
BHA offers market rate units for families and seniors. There are no income limits to rent these units or annual recertification requirement. Tenant-based vouchers can be used to lease these units.
